The most powerful force in the country was the army. Oliver Cromwell controlled the army so he was the most powerful person. Historians disagree about what kind of man Cromwell was. Some think he tried to grab more and more power and crushed everyone who disagreed with him. Others say that he was trying to find a better way of governing the country.
