It was the Justice Department which dealt with US Civil Rights; either enforcing laws supporting it, or stopping state- authorised violence against black Americans. The Attorney General ran the Justice Department. However, presidents could intervene using executive orders to federalise state troops to stop violence. Presidents also spoke in favour of civil rights and against state discrimination. They could show that they favoured civil rights by appointing black people to high level positions in their administration.
