Lesson Snapshot:

  • Reconstruction is the word used to describe the process of returning the US Southern States to the USA.
  • It was also the process by which Southern Society would be rebuilt with the end of slavery.
  • Lincoln started the process before the end of the US Civil War and his assassination.
  • The Emancipation of the Slaves had started the process in 1863 and Lincoln now had to plan for a life with freed slaves in the USA.
  • The plan that Lincoln devised was now called the Ten Percent Plan:

    The 10% Plan:
  • If a Southern State wanted to be readmitted to the Union it had to agree to the following:
  • 10% of the men eligible to vote from 1860 had to agree an oath of loyalty to the Union (they had been the ones to secede at that time.)
  • The State had to support all existing Acts of Congress relating to slavery.
  • They allow some African-Americans to vote.
  • Louisiana was the first Southern State to accept Lincoln’s 10% Plan but Congress refused to accept them back – they wanted a tougher plan.
