- In 1928 Stalin rejected the NEP.
- This ended his alliance with Bukharin.
- Bukharin seemed in a stronger position – control of the Soviet and he had a good sense of party ideology.
- Bukharin also had control of Education and was considered the favourite of the Communist Party.
- Bukharin also had the support of two leading Communists called Tomsky and Rykov.
- Stalin was still without merit or support – his nicknames were ‘Comrade Card Index’ or the ‘Grey Blur’.
- But he adopted Left Wing ideas, was in control of the Party machine and had very devious tactical manoeuvring.
